Hi Collette,
Thank you for reaching out, and I'm sorry to hear the tote hasn't been quite right, both on the quality and with the handles not really working for you as a shoulder bag. I completely understand why that's disappointing.
Before you go to the trouble of sending it back, I did want to mention what a return actually involves: it goes back to our supplier overseas, which usually takes three to four weeks in transit before it is even processed, there is a genuine risk of parcels going missing along the way, and it is also just not great for the environment shipping things back and forth unnecessarily.
So rather than have you deal with all that, I would like to offer you a 10% cashback on your original purchase, and you keep the bag, nothing to send back at all. It is quicker, easier, and you do not have to lift a finger.
Just let me know if that works for you and I will get it sorted straight away.
Warm regards,
Anna

Reasoning: No-fault quality/design dissatisfaction on a stated (non-sizing) reason — opening rung of the cashback ladder (10%, keep-item) per the four-rung ladder, but held for human review because live carrier status shows the order still in transit, not delivered, which conflicts with the customer describing having handled the bag.

I would like to return my order #3691. The quality of the
item is unsatisfactory and the handles are too short for its
purpose (unable to be worn as a shoulder bag). I would be
grateful if you can provide instructions and begin the return
process
