Thank you for reaching out, and that is a really sensible thing to check before ordering, so I am glad you asked.
You are spot on: our tankini sets come as a matched set, so the top and the bottoms are the same size within each set. That means the smart way to choose is to size for your bottom half, exactly as you were thinking. The good news is the tops have a comfortable amount of give, so a slightly roomier fit on top sits perfectly well and still looks lovely, and it is always easier to carry a little extra room up top than to be caught tight on the bottom.
For your shape in particular, the one I would genuinely steer you to first is our skirted style. The little skirt skims gently over the hips and bottom rather than clinging, so it is by far the most forgiving and flattering cut when you are fuller on the bottom half, and it also runs to a slightly larger size than the others:

With tankini styles, the bottoms tend to be less forgiving than the tops, so if you are between sizes we would generally recommend sizing to fit your bottom half rather than your top. Tankini tops usually have a bit more give to them, so a slightly looser fit on top tends to work out fine and still looks great.
